This buzzword refers to younger generations in a metaphorical way. Just as rear wave of river pushes the front wave, each new generation excels the previous. Generation Z, who once got a bad rap from their elders for being  spoiled. They are becoming an individualistic and dynamic group that will shape the future of China.
